Because residents outside the city limits do not pay property taxes, they must pay for some library services even if their address includes "McMinnville, OR 97128". See below for your card options. Residents who live outside of Polk, Marion or Yamhill counties and the Chemeketa Community College tax area may obtain a library card for $75 a year. Residents of Newberg and Dundee must apply for a library card at the Newberg Public Library.

Allows owners of any type of property inside McMinnville city limits and pay city taxes full range of services. Property must be owned, not leased and proof of ownership must be presented. Taxpayer cards expire each year on November 15th. |
To apply: Visit the Library Circulation Desk with picture identification and verification of current address. Children 16 and under need the signature and ID of a parent or guardian. Accepted forms of identification:
| An Oregon State Driver's License or State Identification Card showing current address OR |
| Any picture ID AND mail or something that includes your name and current address (mail posted in the last 30 days, imprinted check, lease, current rent receipt, utility bill). |
